Bilingual Instruction
At Hood Canal School, we are deeply committed to creating an inclusive and equitable learning environment for every student. We recognize the importance of helping all students thrive, including those whose primary language is not English.
While English is the primary language of instruction, we proudly offer a Transitional Bilingual Instruction Program (TBIP) to support students who need help developing their English language skills. This program is designed to help students build confidence and achieve proficiency in English so they can succeed in school and beyond.
Here’s how we support our English language learners and their families:
Clear Communication: We ensure families receive important information in a language they understand, in line with our Language Access Policy.
Quick and Accurate Assessments: Within 10 days of enrollment, we assess students using a state-approved test to determine eligibility for bilingual services. Each year, we also evaluate their progress in English language proficiency.
Professional Development: Our teachers, administrators, and staff receive training to effectively support culturally and linguistically diverse students, using strategies and materials tailored to their needs.
Continuous Improvement: We regularly evaluate our program to ensure it remains effective and meets the needs of our students.
By working together with families and continuously refining our approach, we are dedicated to helping every student succeed.
Immigration Enforcement and Student Rights
Hood Canal School District is committed to ensuring a safe, inclusive, and equitable educational environment for all students, families, staff, and volunteers. State Law and Board Policy 4300 govern this topic in our district and are summarized below.
Equal Access to Education
Every student residing within district boundaries has the right to a free public K-12 education, regardless of race, national origin, immigration or citizenship status, or other protected characteristics. The district strictly prohibits discrimination and ensures accommodations for students with limited English proficiency or special education needs.
Policies on Immigration Enforcement
The district upholds federal and state laws while protecting the rights of its students and families. Key policies include:
Restricted Access: Immigration enforcement agents are not allowed access to school facilities, property, or databases without prior approval from the superintendent or legal counsel and valid legal documentation (e.g., court order or judicial warrant).
Presumption of Enforcement: All activities by immigration authorities, including surveillance, are presumed to be enforcement-related.
Staff Procedures: Staff must immediately alert the principal if approached by immigration officials and follow strict documentation and review protocols.
Protecting Student Information
The district does not collect or request information about immigration or citizenship status unless required by federal reporting. Even in these cases, steps are taken to protect families, including consulting legal counsel and providing clear explanations in the family’s preferred language. Student records and personal information are never disclosed for immigration enforcement purposes without a court order.
